The agriculture industry complains that large corporations have enormous control over the suppliers of agriculture goods. Farmers content that large corporations engage in unfair practices that keep price low. This hurts smaller producers' ability to make money, which in turn makes large corporations more powerful.

The department of agriculture is looking to change industry dynamics in favor of small farmers. Some favorable the ability to sue and to stop favorable pricing agreements for larger producers, while over changes could make the industry more transparent.
