SWOT Threat: Cap and Trade
The Cap and Trade system works to lower overall industrial pollution by creating a market for pollution credits. A full functioning cap and trade system may benefit companies that build energy producing industrial complexes. The more complex the industry, the higher the margins to build and maintain it. Several states in the US plan to use the Cap and Trade system, while most of Europe is already using the system.

A properly running cap and trade system should rewards lower polluting companies and penalize higher polluting companies.
