Muslims represent approximately 20% of the electoral vote across India's provinces. "Indian Muslims are among the poorest and least educated citizens in the country and are almost as bad of as Dalits, the countries former untouchables." These poverty stricken citizens represented a large chunk of the Congress Party's vote and in the 1990s Indian Muslims stopped supporting the Congress Party. The Congress Party is pushing a bill that will reserve 10% of public sector jobs for Muslims and and additional 5% for other religious minorities. This Bill might help lower class Muslims and other religious minorities - that have often been discriminated against - an opportunity to lead a better life.
